Customs Clearance for Shipments To and From China
China's customs process runs through the General Administration of Customs (GACC), with the former CIQ inspection and quarantine functions now integrated into the same authority. Because so much manufacturing and component sourcing runs through China, classification precision and documentation consistency across a high shipment volume tend to matter more here than at smaller-volume origins.

Customs environment
How clearance works here
Entries are filed through China's Single Window system, which consolidates customs, inspection, and other regulatory filings into one platform. Certain goods — food, cosmetics, electronics with safety certification requirements (CCC mark) — face additional inspection steps beyond standard customs review.
Key industries
- Electronics and components
- Textiles and apparel

- Toys and consumer goods
Common shipment types
- Full container load (FCL) manufactured goods

Documentation
Export documentation from China commonly includes a commercial invoice, packing list, and — for goods claiming preferential tariff treatment on the receiving end — a certificate of origin, which may need to be issued by a chamber of commerce or, for RCEP-eligible goods, self-certified depending on the destination country's requirements.
Duties & taxes
Export duties from China are limited to a small number of resource-based commodities; most manufactured goods have no export duty. Import duty exposure is on the receiving country's side, though certain product categories shipped from China face additional trade-remedy duties (such as anti-dumping measures) in specific destination markets — this varies significantly by product and destination and should be checked per shipment.
Rates and thresholds change — confirm current figures for your specific goods before relying on them for a shipment.
Watch for
Where clearance commonly runs into trouble
A small, recurring set of causes accounts for most delays in this market. Knowing them ahead of time reduces the odds of hitting one.
- 01
CCC certification missing for electronics that require it before export or import
- 02
HS code disputes on multi-material or multi-function products common in electronics and hardware
- 03
Certificate of origin format not matching what the destination country's customs authority requires for a preferential claim
- 04
Consolidated LCL shipments where one supplier's paperwork is incomplete, holding up the full container
